Economic vs. legal tax incidence
I’ve got a new short piece explaining the difference between who’s legally required to make tax payments, and who really bears the economic burden. This distinction between “legal” and “economic” tax incidence is an old one—and it’s pretty elementary—but it’s surprising how often it’s ignored in policy debates.
